State-specific and rural-health material may remain useful even though rurality no longer organizes the entire inquiry.

Earlier formulations make it possible to see where assumptions, terminology and understanding changed.
Reassessment
A question that becomes less central can remain useful in another setting or later stage.
What changed?
The rural inquiry did not become irrelevant. It became insufficient as the organizing explanation.
CCI increasingly distinguished between where a capacity problem occurs and what the capacity problem actually is. Rural geography can affect recruitment, distance, scale, economics and available delivery architectures, but similar questions about demand, thresholds and capability requirements arise in many settings.
