1. Question
A consequential question is identified.
2. Investigation
CCI conducts a bounded, intensive investigation.
3. Instrument
If the question proves measurable and useful, CCI develops a reproducible instrument.
4. Lock
The instrument receives a date, version, source package, methodology, and development history.
5. Preserve
CCI maintains provenance and may preserve important work privately before publication.
6. Challenge
Relevant experts, institutions, data holders, and critics are invited to challenge the work.
7. Validate
CCI revises, validates, or rejects the instrument based on evidence.
8. Publish selectively
CCI publishes when public release advances the research purpose. Not everything must be published immediately.
